Abstract

Unequal educational quality in Indonesia reflects gaps in teacher capacity, learning, infrastructure, and governance across regions. This study examines Sekolah Nasional Terintegrasi (SNT) as an ex-ante design to improve educational quality and human resource development toward Golden Indonesia 2045, while opening policy assumptions to scholarly and public scrutiny. Qualitative policy analysis covered five July 2026 documents—one presidential instruction, two public documents, and two restricted internal documents—and recent Scopus- and Sinta-indexed literature. Four findings correspond to the objectives. First, SNT integrates SMP-SMA services, three transformations in infrastructure, human resources, and character-learning, and regional spillovers through a teaching and learning center. Second, 17 initial locations in 13 provinces will operate in 2026/2027 through three transitional arrangements, while 20 others enter construction. Third, the theory of change links policy inputs and partnerships to deeper learning, professional development, intermediate outcomes, equity, and long-term human resource development. Fourth, transition and expansion require readiness standards, baseline data, risk mitigation, 30-, 90-, and 180-day monitoring, independent evaluation, public feedback, and iterative revision. The study does not claim impact; it formulates testable mechanisms and evaluation priorities.
